Can we move on?

My mother-in-law has a static caravan on her land that has been occupied for more than 20 years, with council tax paid on it. It’s now empty because the last tenant recently died. Would there be any chance of my wife and I building a house on the site as the farm is in a green belt area?

You could certainly replace the static caravan with any form of dwelling that falls within the statutory definition of a caravan. This includes large ‘park home’ structures and some ‘leisure cabin’ structures, which these days provide a reasonable quality home. However, you are unlikely to be able to make the step to a permanent dwelling as most councils resist rural mobile homes being upgraded to houses, especially on green belt land.
