Planning permission for old kitchen

Hi,

Wondering if anyone can help. We have already received planning permission for a room on ground floor and bedroom upstairs. We also demolished the kitchen to be rebuilt. However we have recrntly found that the kitchen will be smaller than the old kitchen. We want it three foot larger to make it as big as the old kitchen. What this means is to align the new kitchen to the old. The council asked to resubmit for planning permission. Is this correct? Should we be doing this as we already had permission for the old kitchen?
