I have submitted a full planning application to demolish an existing chalet style house and to replace it with two semi-detached houses constructed to Passivhaus standards. The existing house was built in the mid 1960's in what was the garden of a house that was subsequently Grade II listed, and there are two other houses separating my house from the Grade II listed building. Nobody apart from Historic England has raised any objections to the plan and my local planning authority have indicated verbally that they have no objection and are working with Historic England to resolve any outstanding issues.

I understand that Historic England has to be consulted but is the local planning authority bound by any objections from Historic England or do they just take into consideration advice from Historic England? More than six months has elapsed since the full planning application was validated.
