Planning Permission for a Garage within Development Boundary

Hello, I need some advice with the following:

Is it possible to build a garage in Wales with a roller door – high enough for a high roof van (2.5m to 3m) – to storage a boat and ancillaries and to be able to park the van? The approximate size would be 10m long x 3m width

It is not agricultural land and sits within development boundary.
Not an industrial unit either. I might wish to connect electric but not water or other services.
It would be domestic use, but not associated with a domestic property.

I get the feeling that I am on a hiding to nothing. But I would welcome your thoughts on this matter.

    Building a storage structure, albeit for domestic-type purposes, within a development boundary should be acceptable in principle.

    The difficulty is likely to be the question of whether the design would sit comfortably in its location. If the surroundings are residential, there could be concerns as to whether the building would be of a scale, design and materials consistent with the prevailing character and pattern of buildings in the vicinity.

    Much would be likely to depend on whether it’s prominent or tucked away, and on if there’s adequate access. In other words, the devil will be in the detail. It would be worth approaching the council for pre-application advice to see what they make of it.
