We're originally not from the UK so the rules and regulations regarding land and land types can get quite confusing. I have a basic understanding of what amenity pasture land is but my question is, can you get planning permission to build a house on this type of land?

Amenity pasture land is a description which gives slightly mixed messages. It’s not a description that’s generally found in planning policies or guidance.
Pasture suggests grazing land for livestock or horses, but the term amenity suggests it might be pasture (i.e. grassland) that is not actively used for agriculture but has some amenity function, in terms of its appearance or use. Land meeting this description is almost certainly going to be outside of any settlement, and as such is unlikely to be suitable location for new housing.
One exception would be if a small area of pasture land was located within a settlement boundary, as defined in a Local Plan. Such a location would be suitable in principle for new housing. Another exception would be a settlement edge location, perhaps just outside a development boundary.
Here, permission for a new house might be possible if the council has a housing and supply shortfall. These matters can be quite complex, so always best to seek advice on the suitability of a site, either from the council or a planning professional.
