If the windows’ frames are flush to the internal wall face then you will not be able to fit recessed cills. You could theoretically add cills but they would effectively be “shelves”. For example, you could fix narrow, say 50mm, deep shelves to the bottom of the frames or possibly cornicing which may give the appearance of cills.
