Will the value of a plot increase as the build commences – but before it is completely finished?

Our plot was valued at £400k with no services, access or anything else in place. Now that we have a decent access road in place, foundations and ground floor block and beam, will that make any difference to the value of the plot? The ground floor is approx 270m2.
