Can the Highways Agency Prevent My Self-Build?

I have the potential to use my land to create 5 self build plots.

I live in a village which has a 30 mph limit, highways have stated I need visibility of 2 metres 70 in both an east and west direction.

I can achieve this to the east but I can only achieve 2metres 40 to the west, the village is very quiet and doesn’t have heavy traffic passing, at anytime of day.

Highways have said that they would recommend refusal if I put in a planning application.

Can you advise me whether I should approach my local council for a pre application or do you think I would be wasting my time? do planning officials have to adhere to what highways say? Or do they use there judgement on a case by case basis.

I cannot do anything about the visibility, it is what it is.

Any suggestions would be good.

    We just got planning for four on a plot. We had to relocate accesses to ensure we met the Highways advice on vision splays or there would have been an automatic refusal. We achieved this by 1/ relocating one of the access points and 2/ a slight redesign for 2 of the other plots to share one access and so we have 3 conforming accesses for the four plots; it was the only way around it to secure planning.
