My daughter bought an ex council house just over a year ago from a builder who had renovated it. She subsequently rented it out and now there is a serious problem with the drains whereby the builder drilled thru that damp course to install the drains and now the damp is so bad the staircase is rotten and needs replacing. Who is liable for this please?
