I have bought land with PDQ for a barn and I’m in the process of applying for four further PDQs using the current entitlements. Two of these four units will be two beds.
My question is - once PDQ is agreed, can I reapply for full planning for three beds (the other two are 4/5 beds), and what are the chances of the council agreeing to this increase at full planning bearing in mind these are all PDQs.
Also, if I sell to a builder once pp granted will I have to pay tax, I ask as this land is my home address.

Permitted development rights under Class Q enable conversion of agricultural buildings to up to five new dwellings, provided two of the five are so-called smaller dwellings of no more than 100 square metres. To increase the size of the two smaller units, full planning permission would be required.
The council would make a decision based on its conversion policies, with the fallback position to a smaller dwelling being an important consideration. Given that most councils have strong countryside protection policies that restrict new housing in the countryside, larger houses might be resisted. An identified need for larger family houses in the area would be helpful, but equally, as is often the case, a shortage of smaller units would count against you.
