You don’t say what you want to use the static mobile home for, but if it is for full-time living purposes, you could be in diffi ulties. Planning policy does not allow you simply to buy land and put a mobile home on it. While you may not need planning permission to put a temporary caravan on site for a short time while you oversee a self-build project, for instance, a long-term or permanent static mobile home will be treated very much like any new house. So, in the countryside, these are not generally permitted. In towns and villages a new home, mobile or otherwise, might be acceptable in principle, but a mobile home is likely to fail on design grounds. The best way forward would be to buy a piece of land that already had a residential caravan on it, then change that for the particular static home you want.
