I am using a self-employed builder, who has recommended other trades to me, but I am paying them independently. In addition, who is responsible for Health & Safety requirements on the site, the builder or myself?

The policy you will need before you start the work is an unoccupied buildings policy, but as soon as the work has started you will need a site insurance policy. This will cover you for all contract works, public and employers liability, fire, theft, vandalism etc.
With regards to the second point, you will be responsible for the health & safety on the site unless you make this the builder’s responsibility by way of contract.
