Cil and Affordable Housing Contributions

We received planning permission for our self build house pre April 2016 so before Cil. We had a unilateral undertaking to pay £22,120 for affordable housing. We have since decided not to build the basement to our original plan, so therefore we would want to reduce our uu payment. To do this would we have to put in a new planning application? If so would that incur Cil? We should be eligible for self build exemption, but not sure if we would be in a beneficial position financially to reapply under section 73 as it is a variation to an existing approval. I am quite confused by the whole situation. Can you help clarify?
