Levelling the foundations for garden wall

I am building a garden wall (with cavity). The material is stone. The foundations are solid but not very level (about 10 cm variance). I don’t really want to cut a lot of stone to compensate. Can I build up with mortar or concrete? Which is the best way to do it? Thank you.
