Without knowning more, I’d say there’s no ‘legal width’ for a private drive, be it single or double width. Practicality dictates that you’d need hard surfacing sufficient to accommodate two cars, and if there’s planning permission involved, than the council would also be wanting to ensure the drive was an adequate width.
