Will I get CIL exemption if I sell my new build home

I have a nil CIL liability and an exemption notice issued on 29 April 2016 for the self build of my own home that I've been living in since August 2017.

I'm now looking to sell the house to be closer to family, however I am a tad confused over the rules of not being able to sell for three years following "completion" without becoming liable for the CIL charge again.

Please advise what constitutes the "completion date" and which of the below this applies to;

* When the nil liability CIL exemption notice was issued 29th April 2016?
* When the build was finished (July/August 2017) when I moved in?
* When the Council emailed confirming receipt of my CIL Form 7 Part 2, dated 8th July 2019?
* When the Completion Certificate was issued by Head of Building Control on 14th January 2019?

Any advice would be greatly appreciated.
