Why is my planning re-application being reviewed by the same case officer?

Hi there,
I have noticed that my 'Free Go' application (after refusal) is being reviewed by the same case officer as the initial application. Is this appropriate or normal practice?
Invariably, where an application is refused and there’s a resubmission, the same case officer is appointed. It’s not always the case, but it could certainly be regarded as normal practice. If a different officer was appointed, you’d expect them to consult with the original officer anyway, so its doubtful how much difference it would make.
